This passenger transport policy is based on the general rules on passenger, luggage and parcel transport of Vietnam Railways. The English version is provided to help passengers understand the main rights, duties and conditions when travelling by train in Vietnam.
Chapter 1: General provisions
These regulations govern passenger transport, luggage transport and parcel transport on the national railway network and on specialized railways connected with the national railway. They also describe the rights and obligations of railway transport enterprises, passengers and parcel senders.
Passengers using railway services must comply with ticketing rules, boarding rules, luggage limits, safety instructions and the guidance of railway staff at stations and on trains.
Passenger tickets and travel documents
- Passengers must hold a valid ticket for the correct train, travel date, route, coach and seat or berth.
- Personal information on the ticket must match the passenger identification document when required.
- Passengers should keep the ticket or e-ticket available throughout the journey for inspection.
- If ticket information is incorrect, passengers should contact the ticket office or agency before departure for support.
Passenger rights
- Passengers have the right to receive information about train schedules, fares, seat classes and service conditions.
- Passengers may use the service according to the ticket purchased and the applicable railway rules.
- Passengers may request support for ticket exchange, refund or correction according to the published policy.
- Passengers may carry luggage within the permitted size, weight and safety limits.
Passenger obligations
- Passengers must arrive at the station in time for boarding and follow station and train safety instructions.
- Passengers must not carry prohibited goods, dangerous goods or items that affect railway safety and public order.
- Passengers must preserve public hygiene, respect other passengers and follow instructions from railway staff.
- Passengers are responsible for their personal belongings unless the railway enterprise has accepted checked luggage or parcels under a separate service.
Luggage and parcels
Hand luggage must be suitable for the passenger coach and must not block aisles, doors, emergency exits or other passengers. Oversized, overweight or special items may need to be checked or transported under separate railway rules.
Parcels and checked items must be packed properly, declared honestly and must not contain prohibited goods. The sender is responsible for the accuracy of parcel information and for complying with railway transport conditions.
Refusal or suspension of transport
The railway enterprise may refuse transport or require a passenger to leave the train if the passenger violates safety rules, uses an invalid ticket, carries prohibited items, seriously disturbs public order or fails to follow lawful instructions from railway staff.
Important note
Railway rules may be adjusted by the competent authority or by the railway enterprise from time to time. Passengers should check the latest official policy before travelling, especially during holidays, peak seasons or special operating periods.
